The letters released by CNN/IBN today showing that the
Prime Minister changed the terms of reference for Spectrum pricing is a
contrived attempt to drag in the Prime Minister’s name and create panic in
certain circles that action against the present Home Minister Mr. P.
Chidambaram would lead to a domino effect.
The documents that were released are not new. They have already been
filed by me in the Supreme Court in 2009 when I was arguing for Sanction to
prosecute Mr. Raja.
The facts are that the Prime Minister acted on a suggestion of the
then Telecom Minister Mr. Dayanidhi Maran in 2006 not to require that the Finance Minister and
the Telecom Minister to report their
agreed price to the GoM. This was a very small and inconsequential
amendment to the October 2003 Cabinet decision that the Spectrum license price
would be decided not by the Cabinet but by the aforesaid two Ministers. This amendment had the support on the entire
group of Ministers in the Group of Ministers.
The
media re-cycling of this amendment of the terms of reference appears to be a
clandestine campaign to help Mr. Chidambaram by dragging in the Prime Minister
and diffusing the focus. Regrettably the
BJP has fallen into this trap. As of now
no evidence has come on record to show that the Prime Minister is guilty of
making any substantial changes in any procedures in Spectrum licenses that
would invite his criminal investigation...
